Kirkwall

Kirkwall, or the City of Chains, was in the old days considered a prison by the Tevinters, where slaves were brought in, but eventually turned into a free city where the Mages instead was held under watch by the Templars. After the attack by the Qunari, the destruction of the Chantry and the Mage rebellion, Kirkwall became a rumored city throughout Thedas. It became the stone that tilted and caused the chain reaction that would bring the world into chaos. Today the Templars govern the city without a Viscount, observing the entire region for mage activity.
